The mission of the Southeast Steuben County Library is to provide people of all ages with free and open access to books, materials and services that enable personal enrichment and lifelong learning. The Southeast Steuben County Library opened in 2000 under its current name. It was known formerly as the Corning Area Public Library. From 1930 to the mid-1970s, it was housed in the historic World War Memorial Library building on Pine Street in Corning. In 1975, the Library moved to Nasser Civic Center Plaza. The Library serves the City of Corning and the towns of Erwin, Corning, Caton, Lindley, Hornby and Campbell. The Library is a member of the Southern Tier Library System.

The Southeast Steuben County Library is located at 300 Nasser Civic Center Plaza. The plaza is also home to the Social Security Administration, Corning City Hall, Flint Glass Workers Local 1000 Union Hall, and a public ice skating rink. Nasser Civic Center Plaza is situated between Chemung and Pearl streets to the West and East, respectively, and Denison Parkway and Tioga Avenue to the South and North. The Library's main entrance faces Tioga Avenue, fronted by a city-operated metered parking area. Access to parking is via Chemung or Pearl streets only. Parking is free after 5 p.m. and on weekends. Parking at the Library is managed by the City of Corning.
