
Every NYS Library System is required to have an Outreach Advisory Council composed of members of outreach populations, caregivers, or representatives of agencies or organizations working with these populations to assist them in developing outreach services and programs. One of the council members must be the director of a member library. Besides assisting in the development of outreach services, COSAC also awards outreach mini-grants to libraries to develop programs, services, and materials for outreach populations, and also presents a grass roots award for outstanding outreach service at the annual STLS meeting.
