E-Rate Information

General Overview:  The Universal Service Administrative Company (USAC) administers the Schools and Libraries Program of the Universal Service Fund – otherwise know as E-Rate.  USAC operates under the Federal Communications Commission (FCC).  E-Rate provides discounted Telecommunication Services, Internet Access, Internal Connections and Basic Maintenance of Internal Connections to eligible schools and libraries.  The discounts range from 20% to 90%.

Local Overview:  If STLS manages your internet connection we file for internet discounts on your behalf.  If you manage your own connection you can apply for Internet Access discounts.  All STLS libraries can apply for discounts on their telephone bills.  However, starting in 2015 telephone discounts are being phased out by subtracting 20% each year. Most libraries in the STLS service area are eligible for 70% discounts (50% discount for phone in 2015).
